Code Compliance

Texas Energy Codes Compliance Collaborative

SECO in partnership with the South-central Partnership for Energy Efficiency as a Resource (SPEER) and The Building Codes Assistance Project (BCAP) created the Texas Energy Codes Compliance Collaborative in 2012.  The purpose of this Collaborative is to support achievement of the goal of compliance with the 2009 International Energy Conservation Code by 2017, per the American Recovery and Reinvestment Act.

The mission of the Collaborative is to facilitate compliance with the State's building energy codes statewide and serve as a reliable and unbiased source for information on building energy codes and code compliance in Texas.  The mission will be achieved through a collaborative effort of identified market actors to better coordinate actions and policies affecting energy code compliance, and to identify and prioritize steps needed to achieve full compliance with building energy codes.

For more information about the Collaborative and upcoming meeting times, visit the SPEER website.

Energy Code Adoption Tool Kit

SPEER has developed an Energy Code Adoption Toolkit to provide resources to support local governments as they move to adopt new energy codes and to support the building industry with information, resources, tools and links to other supporting organizations. The Toolkit is divided into three main sections and each section includes links to more in depth discussion of key topics.

The Ambassador Program

The Energy Code Ambassadors Program is a program SPEER initiated, in collaboration with SECO, BCAP, Building Officials Association of Texas (BOAT), and the International Code Council (ICC).  This program incorporates direct interaction with trained and experienced code and building professionals who understand the challenges and constraints that are often faced with energy code compliance.  Ambassadors are geographically situated across Texas to provide guidance and peer-to-peer support for the building and enforcement community.
